The Ministry of Finance is collecting comments on a draft circular guiding the management and use of the state-funded Tourism Development Support Fund to carry out the tasks of promoting, advertising and supporting tourism development, including the hiring of celebrities and influencers.

The state budget allocation for the fund annually is 10% of the total revenue to the state collection of visa fees and documents related to exit and entry into Vietnam for foreigners and 5% of the total budget revenue collected from entrance fees to tourist sites of the previous year.

Money from the state budget allocated to the fund can only be used to carry out the tasks of promoting, publicizing and supporting tourism development; and cannot be used for management of the fund and for other purposes.

The draft also sets out the purpose of using this fund to organize programs to introduce Vietnam's tourism abroad, including exhibitions, conferences, seminars, press conferences, cultural tourism festivals, events on tourism, culture, sports and other events introducing culinary tourism, culture and people of Vietnam.

The draft circular also stipulates spending for receiving representatives of travel agencies, foreign tourism associations, speakers, politicians, social activists, artists, artisans, entrepreneurs, investors, celebrities, and influencers.
