Prime Minister Nguyen Xuan Phuc on September 3 signed Decision No 1368 approving the project on launching a new citizen identity management system.

The governing body of the project is the Ministry of Public Security (MPS) and the investor is the Police Department on Administrative Management of Social Order under the ministry.

The goals are to build the citizen database, and automatically collect and manage citizen identity registration materials on IT infrastructure, which will allow storage and retrieval. It will also allow quick and convenient sharing and searching of information.

The project also aims to improve the efficiency of state management of citizen's identification, create favorable conditions for citizens to carry out administrative procedures and civil transactions, help build an e-Government, and create a breakthrough in socio-economic development, and contribute to fighting crime.

The project will be deployed and centrally managed at MPS, including hardware (biometric identification system, servers, workstations, peripherals, storage devices and security devices); software (commercial software, application software); training services; and infrastructure.

The investment locations of the projects include the MPS and local police departments in provinces, cities, districts and towns. The project, with capital at VND2.696 trillion, will be implemented in the 2020-2022 period.

The PM has assigned MPS to act on the investment policy and the Ministry of Planning and Investment to fulfill the feasibility study for the project, strictly observing investment procedures and taking responsibility for the information, statistics and requirements to implement the project.

MPS will join forces with the Ministry of Information and Communication to conduct surveys and choose technological solutions to ensure optimal efficiency and reasonable costs.

The identity cards of Vietnamese citizens will have e-chips.

On September 3, General To Lam, Minister of MPS, chaired a meeting of the steering committee for project implementation.

According to Major General To Van Hue, the ministry is amending legal documents to pave the way for the application of the new citizen identification management system.

The provisions related to citizen’s residency in five laws have been amended and will be added to the draft of the amended Law on Residency, expected to be submitted to the National Assembly for approval in November 2020.

The project will be implemented at the same time with the project on building a national database on the population. The two systems are scheduled to become operational at the same time in early 2021.
