Public transactions at one-stop-shop units to be less than 30 minutes
The time spent by members of the public at administrative agencies will be shortened to 30 minutes by 2022 under the one-stop-shop mechanism.
This is one of the goals on improving the one-stop-shop mechanism which has been approved by the Prime Minister.
The upgrade aims to solve administrative procedures with the use of digitized documents, thereby improving service and productivity, contributing to the formation of digital citizens and digital enterprises in building a digital Government, digital economy and digital society.
One of the important tasks is completing the system of legal documents on one-stop shop and interagency one-stop shop mechanisms.
In 2021, Vietnam will complete the sharing of data from the national database on population and business registration with the National Public Service Portal and the electronic one-stop-shop information system at the ministerial and provincial levels, to serve the authentication, identification, and simplification of people’s and businesses’ documents.
At the same time, Vietnam expects to complete the digitization of valid administrative procedures settlement to at least a 40, 30, 20 and 15 percent level at the central, provincial, district and commune levels, respectively, so as to ensure data sharing in the electronic environment.
Within this year, it expects to digitize documents and results of administrative procedure settlement at all public service centers.
The target is that by 2022 Vietnam will complete the digitization of the results of valid administrative procedure settlement under the central level's jurisdiction; and increase the rate by at least 20 percent for the results of settlement under the jurisdiction of provincial, district and commune levels.
It will also complete the sharing of data from the national database on social insurance and land with the National Public Service Portal, and the information system at the ministerial and provincial levels; and organize the digitizing of documents and papers and fulfill administrative procedures settlement by at least a 50 percent level in districts and 30 percent in communes.
In the future, the public service portal and the one-stop-shop electronic information system at ministerial and province levels will be merged to form a single information system, inter-connected among levels, from central to local, to settle administrative procedures.
By 2022, at least 30 percent of people and businesses will not have to again provide the same information and documents that were previously accepted when they successfully fulfilled administrative procedures.
In the 2023-2025 period, Vietnam will complete the connections and data sharing from the remaining national databases with the National Public Service Portal.
More than 2,800 administrative procedures have been available on the National Public Service Portal which was launched in December 2019.
