The Law on Vietnam Coast Guard No. 33/2018/QH14, passed by the 14th National Assembly at the 6th session on November 19, 2018, took effect on July 1, 2019.

To ensure the implementation of the Law on the Vietnam Coast Guard, Prime Minister Nguyen Xuan Phuc has issued a plan for the implementation of this Law.

Accordingly, ministries, branches and provincial People's Committees are requested to organize the inspection and review of legal documents on the Vietnam Coast Guard and other relevant legal documents, and report the inspection results to the Ministry of Defense, which will summarize results to report to the Prime Minister, to propose amending, supplementing, replacing, annulling, or promulgating new legal documents to conform with the Law.

The Ministry of Defense shall assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies and Government-attached agencies in formulating legal documents on the implementation of the Law, which took effect concurrently with the Vietnam Law on Coast Guard from the July 1, 2019; building and submiting to the Prime Minister for approval schemes for the implementation of the Law under this Plan.

In particular, the Ministry of Defense takes the lead in developing a Decree detailing a number of articles and measures to implement the Law on Vietnam Coast Guard (Articles 25, 26, 29, 31, 34); The Decree regulating the management, use and list of professional technical means and equipment of the Vietnam Coast Guard (Article 15); Circular of the Minister of Defense stipulating the patrol, inspection and control procedures of the Vietnam Coast Guard (Article 13); Circular of the Minister of Defense stipulating the conditions and criteria for selection of citizens to join the Vietnam Coast Guard (Article 35); Decision of the Minister of Defense promulgating the regulations on equipment of the Vietnam Coast Guard (Article 33); Decision of the Minister of Defense promulgating the Regulation on coordination between the Vietnam Coast Guard and forces under the Ministry of Defense (Article 22).

In 2019 and the following years, the Ministry of Defense shall assume the prime responsibility for organizing the propagation and dissemination of the Law and its detailed implementing documents with suitable content and form for each subject in order to raise legal awareness and the responsibility to build a revolutionary, formal, elite and modern Vietnam Coast Guard; commensurating with the position, roles, duties and powers of the Vietnam Coast Guard in the new situation, especially in coastal provinces, cities, borders, islands, remote areas.
