On June 17, Major General Pham Kim Hau - Deputy Commander, Chief of Staff of the Vietnam Coast Guard chaired the conference to summarize the implementation of the Education - Training Development Strategy for the period 2011-2020.

According to reports presented at the conference, in recent years, the Party Committee, the Commander of the Vietnam Coast Guard and other agencies and units of the Coast Guard have thoroughly grasped and organized the strict implementation of the directives and plans, the instructions of the Central Military Commission, the Ministry of Defense on the work of education and training; interested in the education and training of human resources to meet the requirements in the new situation.

Vietnam Coast Guard’s agencies have advised the Standing Party Committee and the Head of the High Command of Coast Guard to propose many specific guidelines and measures in leading and directing education and training tasks. In 2014, the High Command of Vietnam Coast Guard set up the Coast Guard Training Center, and in 2018 upgraded it into the Coast Guard Training and Fostering Center. Currently, steps are underway to develop a project to establish the Coast Guard School.

In the period of 2011-2020, the Standing Party Committee, Head of the High Command of Vietnam Coast Guard assigned the Coast Guard Training Center to train and retrain 316 primary technical staff in the specialties of Marine, Engine, Ship Electricity, Cannon, and information; to organize three classes for fostering maritime knowledge for 69 trainees; 2 classes fostering professional knowledge and law for 39 trainees; and to foster knowledge of national defense and security for 3,029 trainees.

Agencies and units of the Vietnam Coast Guard have been proactive in scientific research, improving and renovating technical equipment, participating in and organizing competitions at all levels; compiling many electronic documents, lesson plans, model of learning tools for training and coaching activities; combining the application of information technology, science and technology into education and training.

The High Command of Vietnam Coast Guard has also coordinated with the academies and schools inside and outside the Army to train and foster expertise knowledge for 1,150 officers at all levels; to send 156 officers to overseas training courses; to recruit 141 officers for the Coast Guard forces. The majority of staff members have strong professional knowledge and expertise. 

Noting the successes in recent years, and als frankly pointing out some shortcomings, the delegates attending the conference also identified directions and solutions to implement education and training activities in the period of 2020 - 2030.

Accordingly, the Coast Guard will continue to thoroughly grasp and strictly implement the resolutions and directives of the Party and the Central Military Commission on the implementation of the Military Education and Training Development Strategy; promote the role of the Military Enrollment Board of the High Command of Coast Guard in reviewing, selecting, sending qualified officers and soldiers to train at schools inside and outside the Army, sending qualified officers to overseas training courses; actively cling to superior agencies to study and build the "Project on restructuring the Coast Guard Training Center into the Coast Guard School"; 

To continue to improve the quality, standardize the contingent of teachers and educational administrators; promote the application of science, technology and information in teaching and educational management; do well the work of reviewing, evaluating, transferring, appointing, fostering cadres at all levels, adding foreign language criteria in mobilizing and appointing staff; continue to promote international cooperation activities on education and training and diversify forms of cooperation to improve foreign language skills and professional expertise of the Coast Guard officers; paying special attention to research and improvement of technical equipment on Coast Guard vessels.
