The August Revolution of 1945 created great potential for firmly defending national independence and sovereignty - an important premise to ensure civil rights and human rights.

Following the revolutionary path led by the Party and President Ho Chi Minh, based on the political values and ideology of the August Revolution in 1945, our nation firmly defended the fruits of that revolution. We have conducted two wars of resistance, defeated the old colonialism (French colonialism) and the new colonialism (US imperialism and the puppet administration).

Persevering with the goal of "Independence - Freedom - Happiness", applying and developing creatively the Marxism-Leninism, Ho Chi Minh thought, under the leadership of the Communist Party of Vietnam, we have been building and perfecting the rule of law State, the State "of the people, by the people, for the people", with a socialist-oriented market economy.

From a country with small agricultural production, undergoing 30 years of war and embargo by the US, Vietnam has become a country with average income per capita.

In 2018, GDP growth reached 7.08%, per capita income reached US$2,590. Implementing an open and principled foreign policy, Vietnam has had diplomatic relations with 189 countries on every continent and normal relations with all major countries and standing members of the United Nations Security Council.

Among them, there are 12 strategic partners, including 5 ASEAN countries and the United Kingdom, France, Israel, Spain, Japan, South Korea, and Australia. Vietnam also signed a comprehensive partnership agreement with the United States. Vietnam's position and international prestige have been increasingly enhanced.

On June 7, 2019, Vietnam was elected a non-permanent member of the United Nations Security Council (tenure 2020 - 2021) for the second time, with the absolute support of other countries (192/193 votes).

The country’s socio-economic development and development in national defense, security, foreign affairs, etc. have created an important premise for the guarantee of civil and human rights in all fields. The Constitution of the Socialist Republic of Vietnam in 2013 has fully prescribed civil rights and human rights. In the context of rapidly developing internet and social networks, Vietnamese laws have been "updated" to best ensure civil rights and human rights (Press Law, Law on Access to Information, Law on Cyber Security and others), with the right to freedom of thought, including freedom of use of internet and social networks.

Up to now, Vietnam has fulfilled the millennium development goals by 2015 and participated in most basic international human rights conventions, such as: the Convention on civil and political rights (1966); Convention on the Elimination of All Forms of Discrimination Against Women (1979); Convention on the Elimination of All Forms of Racial Discrimination (1969); Convention on the Rights of Children (1989); Convention on the Rights of Persons with Disabilities (2006); Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, etc.

V.I. Lenin once said about the meaning of the October Revolution in 1917: "When and within what period of time will the career (of the October Revolution) be completed, it does not matter. The important thing is that the ice has melted, the road has been opened, the path has been drawn out.”

The same goes for the revolutionary cause of our people. The goal of national independence, sovereignty, territorial integrity and building a society of "rich people, strong country, democracy, justice and civilization" is still ahead, but our people have had have the basic premises and conditions to achieve that goal. It is the socialist regime, a rule-of-law socialist state of the people, by the people, for the people led by the Communist Party of Vietnam and it is also the legacy of the August Revolution in 1945.
