To promptly grasp the situation, protect sovereignty, sovereignty rights, national jurisdiction, national security in Vietnam's territorial waters, ensure order and safety and fight crime and violation at sea; and also to effectively fight against illegal activities related to fishing activities, illegal fishing or the exploitation of fishing by individuals inside and outside the country, Reconnaissance Team No. 1 of the High Command of Vietnam Coast Guard cooperated with Fisheries Department Region 1 under the Fisheries Agency of the Directorate of Fisheries of the Ministry of Agriculture and Rural Development to patrol, inspect and control and propagandize the law for fishermen in the Gulf of Tonkin. 

Participating forces include 01 squadron, 02 ships KN196, KN198 with 44 members.

During the period from July 17 to 31, the working group directly inspect each ship to check the number of crew members, grasp the situation of fishing in the Gulf of Tonkin, give fishermen information on the policies of the Party, laws of the State, functions and duties of the Vietnam Coast Guard, the key contents of the 1982 United Nations Convention on the Law of the Sea to which Vietnam is a member, the Law on Vietnam Coast Guard 2018, Vietnam’s sovereignty in the sea and protection of sovereignty over sea so that fishermen, when performing fishing activities, do not violate foreign waters; things fishermen need to know when go fishing on sea, islands and propaganda about the end of the implementation of the Vietnam - China joint fishing agreement in the Gulf of Tonkin.

At the same time, the working group also called for people and fishermen to provide information about the types of violations and crimes that are operating illegally in the sea and the waters under the unit’s management.

During this patrol, the team imposed administrative fines on sanctioned 24 Vietnamese fishing ships, collected 141 million VND to the state budget; chased 11 foreign fishing boats that illegally exploiting aquatic products in Vietnamese waters; visited 460 fishing boats to provide necessary information and knowledge to more than 1,000 fishermen, and distributed 1300 leaflets of all kinds.

The propaganda of the law has contributed to raise the sense of responsibility, voluntary abiding by the State law of fishermen; at the same time improving their knowledge of laws, issues related to the protection of sovereignty of sea and islands; their understanding of the functions and duties of the Coast Guard; things fishermen need to know during the fishing process to avoid breaking into foreign waters; and urge them to participate in building local villages and communes.
