Since the city removed social distancing measures on October1, tens of thousands of migrant workers have returned to their hometowns, so it is forecast there will be a shortage of labor demand when businesses resume operations.

According to a survey of the city’s labor market in the third quarter of 2021, HCM City had more than 42,700 people looking for jobs while enterprises needed about 43,600-56,800 people.

For workers going home, Mr. Lam said, they will receive a message inviting them to return to Ho Chi Minh City to continue working. Working conditions must meet a set of safety criteria in production, such as criteria for testing, vaccination, etc.

For the workforce in Ho Chi Minh City who are looking for a job, they can go to 127 licensed job service agencies in the city, which will serve as the intermediary between employers and employees.

According to Pham Duc Hai, Deputy Head of Ho Chi Minh City's Steering Committee for COVID-19 Prevention and Control, before October 1, the city’s import-export and processing zones had about 288,000 employees, of which more than 70,000 people worked in the modes of 3 on-site or 2 destinations-1 route.

However, since October 1, the number of on-the-site employees has dropped from 70,000 to 45,000, with 33,000 newly registered workers. However, about 57,000 workers have returned to work, raising the total workers in HCM City’s export-processing and industrial parks to around 135,000. Labor shortage is now a problem for enterprises in these industrial parks.
