Propagation of laws on Vietnam’s sea and islands

Since 2017, the Party Committee of the High Command of Vietnam Coast Guard has built and implemented a model of mobilization work called "The Coast Guard accompanies fishermen".

In order to enhance cooperation with fishermen, coastal localities, in the past two years, activities from "The Coast Guard accompanies fishermen" model have been widely deployed in many provinces such as Khanh Hoa, Binh Thuan, Ba Ria-Vung Tau and Ho Chi Minh City.

After more than 2 years of implementation, the Party Standing Committee of the Party Committee of the Coast Guard signed a cooperation agreement with the Party Standing Committees of Quang Nam, Quang Ngai and Kien Giang provinces; directed the related units to sign, coordinate activities and implement the model in 13 island communes and districts in 11 coastal provinces and cities.

One of the contents of the model "The Coast Guard accompanies fishermen" is to promote the propagation of laws on sea and islands, the Law of the Sea of Vietnam, the Law of the Sea of countries with overlapping waters and adjacent waters to fishermen so that they would not violate the laws. Propaganda and dissemination of legal knowledge has been provided to more than 10,300 officials and fishermen.

In addition, the Coast Guard also held 11 contests entitled "I love my country’s sea and islands" at the junior high schools of the island districts with the participation of more than 6,500 teachers, students and local government officials; printed and distributed tens of thousands of leaflets, 1,250 legal manuals. The Coast Guard organized many ships and boats to participate in 70 search and rescue operations; rescued 415 crew members, 17 ships and boats, 15 bodies; timely rescued many fishermen in distress at sea.

Units under the High Command of Coast Guard have called for and mobilized more than 60 socio-political organizations, businesses, and donors to contribute more than VND8 billion VND to build houses of gratitude and present gifts to hundreds of poor fishermen.

Accordingly, they donated 2 houses of gratitude to disadvantaged families; presented bicycles and scholarships for nearly 1,000 poor students; provided medical examination, health consultation, free medicine to 1,860 fishermen; presented 2,370 national flags, 2,170 medicine cabinets and first aid bags, 1,364 life jackets, and equipment, daily-life items, necessities worth hundreds of millions of VND ...

Contribute to building the people's security posture at sea

According to Major General Do Hong That, Political Commissar of the High Command of Coast Guard Region 3, in the coming time, with the attention of the Party and the State, the Coast Guard will deploy more patrol points at sea to create a network on the sea so that when the fishermen request assistance, the Coast Guard will be immediately present.

Evaluating the effectiveness of the model “The Coast Guard accompanies fishermen”, Lt. Gen. Hoang Van Dong, Political Commissar of the Vietnam Coast Guard, said: “We and local governments learned from experiences to find out the strengths and weaknesses of this program after over 2 years of implementation in order to promote the coverage of this model over the sea and islands. Thereby contributing to stand side by side with fishermen, ensuring that people can rest assured to go offshore to build family and local economy.”

Undeniably, in the current international situation, the model "The Coast Guard accompanies fishermen" has largely contributed to building the people's heart, the people's security posture at sea, so that each fishing boat will become a living landmark on the sea and continental shelf of Vietnam.

The fishing vessels at sea are multi-layered villages and steel fortresses that actively participate in providing information on security and safety at sea, promptly denouncing crimes to authorities, contributing to firmly protecting the sovereignty of the country’s sea and island.
