Accordingly, Prime Minister Pham will be responsible for directing and coordinating efforts in the fight against the COVID-19 pandemic.

Responsibilities of Deputy Prime Ministers

Deputy Prime Minister Pham Minh Minh shall be in charge of vaccine and medicine diplomacy, transfer of production technology, international aid (including financial aid, equipment, drugs and vaccines) and other external activities related to COVID-19 response.

Deputy Prime Minister Le Minh Khai shall be responsible for issues relevant to financial, tax, insurance, banking interest rate, procurement, support policies for businesses and citizens, especially those who are unemployed in areas placed under lockdown or social distancing.

Deputy Prime Minister Vu Duc Dam, Head of the National Steering Committee for COVID-19 Prevention and Control shall have to ensure the effectiveness of the Committee’s sub-committees, focus on directing the COVID-19 response work, direct the Ministry of Health to purchase medical devices and supplies, allocate vaccines, import technologies, organize research and production of domestic vaccines as well as vaccination campaign.

Deputy Prime Minister Le Van Thanh shall be responsible for removing difficulties faced by businesses, with a focus on production and supply chains of materials and food, circulation of goods, and policies to support the maintenance of production and business activities.

Responsibilities of ministers, heads of ministerial-level agencies and Government-attached bodies
Ministers, heads of ministerial-level agencies and Government-attached bodies, within their assigned tasks and power, shall closely monitor the pandemic situation and emerging issues in order to take prompt and effective measures or put forward more effective solutions to competent authorities for decision.

Responsibilities of chairpersons of provincial/municipal People’s Committees

Chairpersons of provincial/municipal People’s Committees shall have to put public’s health and life first and foremost, be proactive and drastic in organizing the implementation of preventive measures; timely handle difficulties arising in the fight against the pandemic in order to stabilize people’s safety and life  and to maintain safe production.

As the pandemic is still evolving swiftly and unexpectedly, the Government chief urged inferior levels to especially pay attention to the effectiveness of measures taken, sustain vigilance, and avoid being distant to people.
