According to Deputy Minister of Transport Le Anh Tuan, over the next ten years priority will be given to major airports serving Hanoi and Ho Chi Minh City.

Vietnam will also upgrade the existing airports and build an additional six, raising the total number of airports in Vietnam to 28, with a total capacity of 278 million passengers a year, ensuring that 95% of the population will have access to an airport within 100 kilometres.

The airport network is centred around two hubs in Hanoi and Ho Chi Minh City, including 14 international airports and 14 domestic airports.

Under the plan, a new airport to the southeast of Hanoi will be constructed to support Noi Bai Airport in serving the capital region.

Funding for airport development, which accounts for 22% of investment in transport, will be provided by the state budget, the private sector, and other legal sources.
